Economic Development publishes updated State Plan

Informational webinar on March 26

SANTA FE, N.M . — New Mexico Economic Development Department (EDD) Secretary-Designate Rob Black announced today that the 2025 updates to the State Plan, Empower and Collaborate: New Mexico’s Economic Path Forward, has been published and is now available on the agency’s website.

The public is invited to register for a webinar on Wednesday, March 26, at 1 pm MT, to learn more about the updated plan and learn about EDD’s upcoming collaborations. The registration link can be found on the State Plan webpage at edd.newmexico.gov/state-plan .

The 2025 State Plan update fulfills EDD’s commitment to continued stakeholder engagement with revitalized priorities from the original State Plan, published in 2021 after the pandemic.

“Under Gov. Michelle Lujan’s leadership, New Mexico is creating pathways for families to prosper and businesses to flourish,” Black writes in the plan’s foreword. “This year’s update is a blueprint for that vision, drawing upon years of stakeholder engagement, new collaborative research, and a shared commitment to advancing New Mexico’s economy.”

EDD completed the update in-house, catalyzing significant stakeholder and community engagement through hundreds of interviews across New Mexico. The EDD team met with 140 individuals representing 70 organizations, including rural communities and those impacted by economic uncertainty in extractive industries.

“EDD has benefitted from engagement with a broad array of stakeholders to assess needs and opportunities for this State Plan update,” said Kayla Lucero-Matteucci, the agency’s lead strategic planner who spearheaded the effort. “We are grateful for the help and support of these partners as we move forward to build a more resilient economy.”

The plan outlines a clear path for key initiatives and next steps, which include investing in job- and revenue-rich target industries, as well as advancing a more comprehensive strategy for site readiness, infrastructure, and data management.

To support the implementation of this year’s plan and inform next year’s update, EDD is launching research partnerships with key entities: the Growth Lab at Harvard University will offer world-leading expertise in economic diversification to bolster EDD’s strategic planning efforts and the University of New Mexico will hire a philanthropically funded policy fellow to work with EDD on approaches to building economic resilience in extractive communities.
