Hallie Brown, Infrastructure Deputy Director, named to national 20 under 40 list

Sante Fe, NM — The National Association of State Chief Administrators (NASCA) announced Hallie Brown, Deputy Director of the Infrastructure Planning and Development Division at the New Mexico Department of Finance and Administration (DFA), as a NASCA 2025 20 Under 40 Award winner. This prestigious award recognizes 20 outstanding individuals from across the country for their exceptional contributions to state government.

“We’re proud of Hallie and glad she’s recognized for her incredible work,” said DFA Sec. Wayne Propst. “We’re committed to making DFA a place where the next generation of public servants can turn their knowledge and passion into real-world impact by improving government and strengthening communities across the state.”

"Receiving this NASCA award is incredibly meaningful - it represents the kind of impactful work possible when you have the support and resources to tackle big challenges," said IPDD Deputy Director Hallie Brown. "DFA provides an opportunity to work on projects that truly matter for New Mexico's future. I encourage others interested in positively changing their community to pursue public service and find a value-driven team like DFA."

Brown plays a pivotal role in improving grants management and fostering cross-government collaboration, leveraging her expertise in public policy and project administration to advance the state’s infrastructure.

Brown earned her M.A. in Public Policy at the University of New Mexico and brings global insight to DFA from her time in the Peace Corps severing in The Gambia. She also worked for a local government and nonprofit in New Mexico.

Founded in 1976, NASCA is the nation’s only nonpartisan, nonprofit organization serving chief administrative officers or CAOs. NASCA provides a forum for state chief administrative officers to exchange information and learn new ideas from each other and private sector partners. NASCA engages states in transforming government operations through shared knowledge, operational excellence, and thought leadership.
