Rule Amendments and Public Hearing Guidelines
The public rule hearing will be held on Thursday, October 9, 2025, from 9 to 11:30 a.m. in Apodaca Hall, 1120 Paseo de Peralta, Santa Fe, for the Early Childhood Education and Care Department to receive comments on the proposed rule amendments to: 8.9.3 NMAC , 8.9.4 NMAC , and 8.9.5 NMAC .
Please note that this is a hearing for the department to receive public comments about the proposed regulation amendments and is not a question-and-answer forum on the universal child care initiative. State law forbids ECECD staff from answering questions at this public hearing. See 1.24.25.13(B) NMAC .
What You Can Expect During the Hearing
Space is limited, please show up early to ensure a seat for the hearing.
If you attend in person, you must sign up to give public comment. Comment order is first come, first served.
You may attend and comment virtually at https://nmececdorg.zoom.us/j/87500723914 , which may be the best way for you to ensure that you can participate.
You do not need to attend the hearing or read your written comments at the hearing for them to become part of the official record. · You can submit your comments in writing for the public record through ECECD-ECS-PublicComment@ECECD.NM.Gov.
Written comments must be submitted by 11:30 a.m., Thursday, October 9, 2025.
Comments submitted in-person or via zoom are limited to two (2) minutes each.
WiFi will be available at the PERA Building during the public hearing for members of the public to join remotely through WiFi ECECD-Public
What NOT to Expect During the Hearing
ECECD staff will not answer questions about the proposed regulation changes at this hearing.
Disruptions during public comments will not be allowed, and those who are disruptive will be removed from the hearing.

Enmiendas a las Reglas y Pautas para la Audiencia Pública
